As a certified Homeland Security Specialist and a FEMA Professional Continuity Planner, Mr. Rose has been with the New Mexico Department of Health, Bureau of Health Emergency Management since 2008, as the Emergency Preparedness Specialist for the Northwest Public Health Region. In this capacity, Mr. Rose is responsible for the development and promotion of regionalization efforts of the Emergency Preparedness System including the planning, preparation, and response aspects to public health emergencies. As the State Cities Readiness Initiative (CRI) Coordinator, Mr. Rose performs advanced consultative work in the implementation of the Strategic National Stockpile (SNS) Medical Countermeasure Plan, working with community partners to ensure local response plans are developed within the scope of the CRI in a coordinated and integrated manner. Mr. Rose has over thirty years’ experience in emergency management, environmental safety and health, and risk management starting his career with such companies as Rinchem LLC, Ashland Chemical, and Intel Corporation. Mr. Rose invested more than fifteen (15) of those years in Environmental Safety and Health as a Health and Safety Coordinator for Sandia National Laboratories. His customers included the US Department of Energy, US Nuclear Regulatory Commission, US Department of Defense, and the US Bureau of Prisons; in addition to several allied Countries. In addition to implementing safety programs with his customers, Mr. Rose was responsible for policy compliance, staff training coordination and critical infrastructure management. Mr. Rose resides in Albuquerque with his wife of 35 years and enjoys quality family time away from the office. Mr. Rose served in the United States Navy and Naval Reserve; he is a Sandia National Laboratories President’s Quality Award Recipient; Albuquerque Mayor’s Office of Volunteer Engagement (MOVE) Award Recipient; a Presidential Volunteer Service Gold Award Recipient and Presidential Volunteer Service Life Achievement Award Recipient.
